Municipal Lake Resource Management

Here is the legal basis of creating National Fisheries and Aquatic Resource Management Councils (NFARMC) and it's municipal and barangay counterpart - Republic Act 8550 or the 1998 Fisheries Code of the Philippines.

I had the chance of joining the creation of the Mainit Municipal FARMC and the Barangay Quezon FARMC last August 26, 2007 at the Mainit Agricultural Training Center.

Here's Mayor Ramon Mondano and Municipal Agriculturist Garrido facilitating the activity, with Councilor Roxie Salino (Peace and Order Chair) and Councilor Nonong Behagan (Environment Chair) in the background.


Among the agenda during the organizational meeting was the identification of illegal fishing methods e.g. baling, etc to be proposed for municipal ordinance.

For the newly created MFARMC and BFARMC, we all wish you the best. Together with the Lake Mainit Development Authority (LMDA), throught he leadership of Engr. Kaiser Recabo, and the Pidjangas around the world, we can make a difference in protecting our beloved Lake Mainit.

Mission #3 accomplished

Met Fryan and Fracks the night of 23 August 2007 at the Tavern Hotel Acoustic Bar. Surigao must be very lucky to have these young and very dynamic youngsters. Seeing them is also seeing a good future for our province. As Rotarians and media men, Fryan and Fracks embody a a sense of service and love of country.

Thanks Fry and Fracks for committing to support the causes and advocacies of the Pidjanga Blog community through your media work. As you have already demonstrated in the few months of our collaboration, we know that we will have strong partnership in the future.

Thanks too for looking up to the Pidjanga as your "mentor".

By the way, Tavern's live band is great and I like their Cappucino. It seems that their blended Iced Tea is also a bestseller. And Tavern's proximity to the Boulevard makes it a ideal for night owling.

But I think I should particularly feature here the highlight of my Surigao City visit - SEAFOODS. I asked around where to have great seafood meal and everyone points to only one --- PENG-U. Try their Saang Adobo and you can say that there is heaven on earth. The Tuna Kinilaw is also to-die for.


I am spending quality time with my family today (here in Mainit) particularly with my old folks, Daddy and Tita Flor. By tomorrow, I hope to be able to see the rest of the town and perhaps during the night, do missions 1 and 2.

It's sunny day and I am sure I will have great photos for the Pidjanga Blog.

10th Ballot Box

I got reports that as of yesterday, 6 July 2007, 10 out of the 30-plus ballot boxes have been opened and ballots recounted already. I am not very privy about the exact results of the recount but there were reportedly new votes added to one of the mayoralty candidates.

Will the new recounted votes be the basis of new election figures? Or will it lead to a declaration of "failure of election"? Which will either necessitate a new whole election process? Or "just" a recount of all the ballot boxes in the 21 barangays of Mainit?

Matuod... haman magsugod an 100 days of office nan proclaimed officials? Nan Friday - June 29? o nan Saturday - June 30? Lakip ba an Sabado sanan Domingo sa kwenta? Sige, June 30 rakan sanan ilakip ta an weekends... which means... kuman 777 (7 July 2007), alas 7 sa buntag, amoy ika-7 diaz nan ato opisyales na proklamado. Unoy kahay 7 ka butang an pinaka-maradjaw na nahitabo, so far? Hmmm.. hataas pa an istorya kay... an ato obserbasyon tutok man gadjud sa first 100 days... 93 diaz pa an laktorunon.

SANTIAGO (Reuters) - A lake in southern Chile has mysteriously disappeared, prompting speculation the ground has simply opened up and swallowed it whole.

The lake was situated in the Magallanes region in Patagonia and was fed by water, mostly from melting glaciers.

It had a surface area of between 4 and 5 hectares (10-12 acres) -- about the size of 10 soccer pitches.

"In March we patrolled the area and everything was normal ... we went again in May and to our surprise we found the lake had completely disappeared," said Juan Jose Romero, regional director of Chile's National Forestry Corporation CONAF.

"The only things left were chunks of ice on the dry lake-bed and an enormous fissure," he told Reuters.

CONAF is investigating the disappearance.

One theory is that the area was hit by an earth tremor that opened a crack in the ground which acted like a drain.

Southern Chile has been shaken by thousands of minor earth tremors this year.

Siana, Mainit, Surigao del Norte


Here's a glimpse of Barangay Siana, the former site of the once glorious Gold Mine called Surigao Consolidated, Inc (SURICON).

I am so glad that this river, Siana River, which flows directly to Mainit Lake, looks very clean now. When we used to swim here 20 years ago, it was not as clean. It was believed that some mine wastes were thrown into this river.

Pidjanga notes: It's been a while since I last posted photos from the Mosende Archives. Actually, to be exact, my last post was in July 2006, or almost one year ago.

I chose this photo as the Pidjanga's humble tribute to the unsung heroes of the recently concluded Mainit Elections... our public school TEACHERS. Without their sacrifice, hardwork and patience, no elections will happen.

The photo features the "Teaching Force of the District of Mainit in 1961". Do you know anyof them? At first glance, I can immediately pinpoint the late Sir Maning Reliquette at the back.

Notice too the beautiful old wooden school building of the Mainit Central Elementary School (MCES)... jaoy ila ingud (Hehehe). I wonder what children games they play then. Were they like what we used to play in our generation?As to the building, I am glad to have it documented here because when we were studying in MCES (1980s), all of the school buildings were already made of concrete materials.

Recounting…

I got reports that ballot boxes in certain precincts, particularly that of Barangay San Jose (Patag), will be opened for recount, anytime today or tomorrow.

This development stemmed from earlier protests about election fraud. A certain voter claimed he has voted for Vice-Mayor-elect Jessnar "Banoy" Mosende but was very surprised that Mano Banoy got ZERO votes in that precinct. This is just one of the many complaints filed against/in the Comelec.

I still have to verify this. Email or text me if you have updates on this.

Mainit Election Update: 5AM, May 23

Surigao City -- Got reports that as of 5AM today, Canvassing of Votes at the Municipal level was finished and MONDANO won by 26 votes (This seems to confirm the earlier Namfrel Quick Count Results). But since canvassing for national posts was still on-going, proclamation will come after that.

In a few hours, the new set of LGU Officials of the Municipality of Mainit... from Mayor, Vice Mayor to the Councilors, will be proclaimed!

Mainit Election Update: 9PM, May 22

The municipalities of Tubod and Mainit have been in the national news lately. Inquirer.Net and Positive News have posted news related to the contested precincts in the two towns which led Comelec Manila to order on May 18 (signed by Chairman Benjamin Abalos, Sr) a halt to the provincial canvassing of votes.

In Mainit, with the help of Comelec - Surigao del Norte, the Municipal Canvassing resumed from its weekend recess at 4PM today. But both camps of Barbers and Romarate have been exchanging protests and objections that led the Comelec to stop the canvassing at 5PM. With heavy military escorts, all Comelec officers, the election returns and certificate of canvasses, were all transported to Surigao City. This hopes to ease the 9-day tension in Mainit.

I got reports that as of 8PM this evening, the Municipal Canvassing started already at the Surigao City Hall. We do hope that the electoral process can now be completed so that all concerned, especially the Pidjangas, will have its peace and may be able to return to our normal joyful lives.

Last December, most of Surigao del Norte voters approved the creation of Dinagat Island into a province. Although only 45 percent of the registered voters voted--with the “yes" votes winning by a mere 6,000 margin--the results practically handed the island to the Ecleos on a silver platter.

The Ecleos have established a fiefdom in the island since the 1960s through Ruben Ecleo Sr., the family’s patriarch and mayor of Dinagat town for 24 years until his death in 1987.

Twenty years after his death, the clan is still thriving. More so after the island became a province.

In the coming May elections, the race is over for the three highest posts in Dinagat Island. The senior Ruben’s wife Glenda runs uncontested as representative of the province’s Lone District. She just finished her second term as representative of Surigao del Norte’s First District, which used to cover the islands of Dinagat and Siargao.

Their daughter, interim governor Geraldine Ecleo-Villaroman, is the sole gubernatorial candidate.

Any news about the DRILLINGS in Brgy Tapian?

Last year, 30 March 2006, I blogged about Mindoro Resources Ltd (Mindorel) and it's plan to start drilling operations in Brgy. Tapian and Brgy. San Francisco in Mainit. A month earlier than that post, Monyx, shared with me links to Mindorel's shots of the target mining sites in Mainit.

The series of posts I put here in Pidjanga Blog, including the coverage of GMA 7, the country's leading TV Network, about the potential link between soil erosions in Mainit and Mindorel's drilling operations, has eventually landed my email to Mindorel's email list.

I tried asking specific questions about their mining claims in Mainit, but they never replied. I was hoping too that the current Local Government Unit officials will respond to the queries in my posts i.e. was there any community consultation before the claim was granted to Mindorel? Is the contract (or whatever paper Mindorel is having right now) for exploration only or for full-blast mining? etcetera, etcetera. There was none.

Until now, no one knows the specific plans of Mindorel.

I used to be 100% against any form of mining. But because of the recent updates in mining technology, I now believe that responsible mining is possible. However, it should be stressed that both environmental and sociological impact should be assessed before any exploration or mining will be done. And results of these should be widely disseminated to the surrounding communities.

Mindorel... where are these?

Mayor Roger? Vice Mayor Paniamogan? Councilors? Please, let the Pidjangas know.

The barangays of Tapian and San Francisco are within the shores of our beloved Lake Mainit... We don't want to deprive our children and grandchildren with the beauty and bounty the lake has given us, do we?

A letter from a La Salle Brother

Dear Sir/Ma'am,

My Brothers and I were on our way home from a short vacation in Siargao mid-April 2007, when we passed by Lake Maiinit for a second time (the first time was three days earlier on our way to Surigao City hehehe). Yes, it was my first time to go to Surigao and I was not really aware about a certain Lake Maiinit until that day we passed by. It was an enchanting sight. That was why I insisted that on our way home, we had to stop by to take some pics. Unfortunately, it was a rainy afternoon. Fortunately, there were times that the rain gave way to sunshine.

I am happy that you guys have taken care of the Lake because it still looks very virginal. I have two photos that I attached to this email that you might want to include in your gallery of photos if you so wish.

Continue your work in protecting the Lake and the Mainitnon culture. (I am an Ilonggo from Negros by the way). For my peace of mind, after reading the main website for Lake Maiinit, I wonder what is the commercial value of the lake's goby (is it being used for food or something else?)

Pidjanga notes: Thank you very much Br. Dennis. Your photos of our lake are very beautiful. They're great! The Pidjanga (goby) is the main produce of Lake Mainit and is a typical food in the daily meal of Mainitnons. It is sold fromP40-P60 per kilo in the poblacion market and P60-P80 elsewhere in Surigao (especially in Surigao City).

There's a google field in the left portion of this blog. If you google "pidjanga" or "lake", you will be able to read my posts about some of the historical facts on fish catches in our lake. The Pidjanga has always been the leading produce of the lake. But record shows that the catch has signficantly decreased over the years due to the increase of fishing gears and the demand from the evergrowing population of the municipality and the neighboring towns and provinces. This has to be addressed and the Pidjanga blog is committed to do this advocacy with the help of concerned persons like you. Salamat karadjaw. Zimm

LMDA leads Partnership for Lake Mainit

The Lake Mainit Focal Community Assistance Scheme (FOCAS) Cluster successfully conducted the Súgat-Tagbô sa Danaw, the Lake Mainit FOCAS Road Show activity which commemorated the 20th Year Anniversary Celebration of the Philippines-Australia Community Assistance Program (PACAP). The activity was held at Mainit, Surigao del Norte last December 13, 2006 with the theme “Panag-uban para sa Kalambuan sa Danaw” (Partnership for the Development of the Lake). The activity aims to encourage the active participation of different stakeholders especially partner Local Government Units, Non-Government Organizations, Peoples Organizations, Business Society, Academic Institutions and PACAP in supporting PACAP project implementation and in promoting and protecting the Lake Mainit ecosystem.

Series of art, literature and indigenous sport contests highlighted the event which was facilitated by Mulanay and FMC Secretariat. There were booth contest; poster making contest; LMDA hymn composition & singing contest; Awit sa PACAP; daygon (Christmas Carol Singing) contest and a snail meat pricking (ige tuhil) contest – an indigenous sport. All participants from eight municipalities together with partner NGOs, POs and Academe took active participation with the different categories of these competitions and enjoy with the festivity brought by the celebration.

Welcome Fr. Maldo to Mainit!

Folks and fellow Pidjangas...

Let us warmly welcome our new Catholic Parish Priest, Rev. Fr. Rey Maldo, MSC.

Fr. Rey hails from Baleguian, Santiago, Agusan del Norte. Before being assigned in Mainit, he shepherded the Parishes of Marigondon (14 years) and Virgen dela Regla (4 years) in Lapulapu City, Cebu.

He was installed as Mainit's Parish Priest last February 4, 2007 by Msgr. Antonieto Cabajog, SVD DD, Bishop of the Diocese of Surigao.

Maayong pag-abot Padre! More power and God Bless!
