Davao Residents Get Free Rice Allocation

Lawyer Karlo Nograles, son of House Speaker Prospero Nograles, distributes rice to poor families in Davao City in southern Philippines.
DAVAO CITY, Philippines (Mindanao Examiner / August 16, 2008) – Dozens of local residents lined up for free rice in the southern Philippine city of Davao after House Speaker Prospero Nograles distributed them to help poor families cope up with the rising cost of basic commodities.

The rice distribution held recently benefited villagers and the lawmaker also signed a memorandum of agreement with the National Food Authority for the putting up of 40 retail stores in Davao City that would sell rice at government prices.

NFA rice is currently selling at P18.25 a kilo.

“With the high prices of rice, this distribution can really do a difference in the life of the people. We hope to help more poor families here,” said lawyer Karlo Nograles, the lawmaker’s son, who active in humanitarian mission in Davao City.

He said the rice subsidy program came from Nograles’ development fund.Nograles said more NFA stores would be put up in strategic areas to make it more accessible to public. “Many poor families are sure to benefit from these NFA rice outlets,” he said. (Romy Bwaga)

Dureza confirmed the man is his relative, but said he would not meddle in the police investigation. Police did not say whether the man had a permit to carry the gun, but investigators claimed he tried to flee after the shooting.

500 Davao Students Benefit From Scholarship Grant

Lawyer Karlo Nograles, son and chief of staff of House Speaker Prospero Nograles distributes scholarship vouchers to some 500 mostly high students during a simple ceremony Davao City. (Mindanao Examiner Photo / Romy Bwaga)

DAVAO CITY, Philippines (Mindanao Examiner / August 14, 2008) – Hundreds of high school students in Davao City benefited from a scholarship grant extended by House Speaker Prospero Norgrales and the Department of Education.

The students, who were mostly from poor families came from 23 different schools and had been granted each some P5,000 scholarship assistance, said lawyer Karlo Nograles, the son and chief of staff of Rep. Nograles.

He said the financial grant is given to poor students who graduated from public elementary schools and are currently enrolled in private high schools. The grant was given to the students in a ceremony in Barangay 35-D.

The younger Nograles said the program is being implemented nationwide by the Department of Education in order to assist parents in coping with the financial demands of transferring their children to private schools.

”Not all parents can afford to bring their children to a private school, but for those who have barely enough to transfer their child to a private high school, this is one way that government can help,” Nograles said.

Under the program, each city and province is allocated a number of scholarship vouchers. But only recently, the vouchers for Davao City had increased. "Originally, only 50 scholarship slots were made available for the entire Davao City but due to the effort of Speaker Nograles, the Department of Education added 500 more scholarship vouchers for students of the First District of Davao," the lawyer said.

To qualify for the scholarship voucher, the student's family monthly income must not exceed P17,000 a month. "Once a student qualifies under the program, the financial assistance will be used to pay for his yearly tuition every school year until he finishes high school, provided they do not receive any failing grades," the young lawyer said.

He explained that education is one of the main thrusts of his father since the speaker believes having a good education offers a better future for students.
Out of the 500 slots, 350 were given in the First District and rest in the Second and Third Districts.

Liza Capuyan, a mother of two high school students who received the scholarship assistance, expressed gratitude to the lawmaker for the initiative. “The financial assistance will greatly help in the education of my children, especially nowadays, where everything is expensive,” she said.

Rep. Nograles has been in the past advocating for a comprehensive education program in Davao City. His scholarship grant starts from high school to college and even in post-graduate courses.

”Aside from the high school scholarship grants, the Speaker through his Oplan Kaalam program, also offers scholarship grants for college, vocational, and even masteral courses. Those who wish to avail of our scholarship grants need only to visit our office along Quirino Avenue in Davao City or coordinate with our barangay leaders,” the young Norgrales said. (Romy Bwaga)

NPA Rebels Raid Davao City Village

DAVAO CITY, Philippines (Mindanao Examiner / July 31, 2008) – Communist rebels raided a southern Philippine village as government offensives continue in Mindanao against the New People’s Army.

About 50 NPA rebels stormed the house of a banana grower and seized weapons from security guards after overpowering them late Wednesday in Buhangin district in the outskirts of Davao City. The rebels also raided the Lapanday banana plantation and RTQ construction firm in Buhangin and torched equipment and trucks.

Police and military said there were no reports of casualties or injuries and that security forces were pursuing the raiders. “We have dispatched additional police forces in the area to protect civilians from future attacks by rebels,” said a regional police spokesman, Chief Inspector Querubin Manalang.

Government troops were also deployed to track down the attackers, led by Leonardo Pitao, said Lieutenant Colonel Roland Joselito Bautista, spokesman of the Army’s 10th Infantry Division.

“We have deployed more troops to hunt down the NPA terrorists headed by Leonardo Pitao who were responsible for the attacks,” he told the Mindanao Examiner.

Last week, the rebels also raided a banana plantation owned by Dole Makilala town in North Cotabato province. Rebels also raided a drilling site of the Sagittarius Mines in Davao del Sur's Kiblawan town on July 19 and carted away a dozen firearms from the firm's arsenal.

The NPA said the attack was a punitive action against the banana plantation’s alleged encroachment into the cultivated farmlands of small farmers and indigenous tribes and for the injustices inflicted on its workers by militarizing their legitimate mass protests, and suppressing their leaders.

Rebels have vowed to launch more attacks against government and military targets in the southern Philippines where thousands of troops are battling the NPA, which is fighting for a separate Maoist state the past four decades.

Communist leaders broke off peace talks with the Arroyo government in 2004 after accusing Manila of reneging on its commitments to free all political prisoners and to put a stop to political killings, among others.

The United States and the European Union on Manila’s prodding listed the Communist Party of the Philippines and the NPA, including its political arm, the National Democratic Front, as foreign terrorist organizations and froze their assets abroad. (Romy Bwaga)

Gunmen Kill Trader, Wife In Davao City Attack

DAVAO CITY, Philippines (Mindanao Examiner / July 29, 2008) – Unidentified gunmen killed a rice trader and his wife and injured their two children in an attack outside their house in Davao City in the southern Philippines, police said.

Police said the at least three gunmen were involved in the attack that occurred late Monday in Matina Aplaya village.

The victims, Renie and Molly Caholes, and their children had just arrived home when the gunmen, apparently waiting for them near their house, opened fire killing the couple and also wounded Renie, 12, and Reny, 16.

The gunmen fled on motorcycles after the shooting, a police investigator said.

The motive of the attack is still unknown, but police said robbery, land conflict and the involvement of the communist rebels are being investigated. The victims reportedly owned a vast track of land in Davao del Sur province, where rebels are actively operating.

Robbery incidents have risen in Davao City this year compared to only 1,088 during the first six months in 2007. Police have already recorded 1,602 cases from January to June this year, said Senior Superintendent Ramon Apolinario, chief of the local police force. (Romy Bwaga)

Huge Debts Drives Man To Kill Self In Southern Philippines

DAVAO CITY, Philippines (Mindanao Examiner / July 26, 2008) – A Filipino man despondent over his huge financial debts climbed up a tall billboard sign in Davao City and then leaped to his death, police said.

Police identified the man as Ricky Villar, a native of Compostela Valley, who arrived in Davao City for a still unknown reason. He committed suicide on Friday.

A long list of names whom the man owed money was found by police investigators from his wallet, including two hundred pesos. Police gave no other details about the man, except, that he had was believed to be heavily indebted.

Poverty in the Philippines is widespread and many Filipinos blamed poor governance and President Gloria Arroyo, who is extremely unpopular, for high prices of basic commodities and oil.

A United Nations report published recently by The Manila Times said social and economic development in the Philippines remains uneven and poverty continues to be characterized by widespread disparities across regions and population groups.

The report said compared with other East Asian and Southeast Asian neighbors, poverty reduction in the Philippines has lagged far behind that of Indonesia, Thailand, Vietnam and China which started with higher levels of poverty incidence than the country, but have successfully managed to lessen, if not virtually eliminate, extreme poverty.

According to the report, there were 27.6 million poor Filipinos in 2006, a 3.8-million increase from the 2003 data. Government statistics showed that the country’s population stood at 86 million as of 2007.
The highest poverty incidences, estimated at four times that of Metro Manila and accounting for one-third of the country’s total poor, are found in the Autonomous Region in Muslim Min¬danao (ARMM), Bicol, Eastern Visayas and Western Mindanao.

“Poverty continues to be a rural phenomenon,” the UN report said. It added that two out of every three Filipinos live in rural areas and are dependent on agriculture. “Poverty incidence among agricultural communities is roughly three times that of the rest of the population and the sector accounts for 60 percent of total poverty.”

Because of rural poverty, migration to urban areas has made the Philippines the fastest urbanizing country in Southeast Asia, with 55 million of its 86-million population, or 64 percent, living in urban areas. Thirty percent of the 64 percent live in slums.

As rural poverty incidence remains higher in absolute terms, the UN report said, urban poverty incidence increased from 17.9 percent in 1997 to 24.9 percent in 2003. Rural poverty incidence declined from 44.4 percent to 35.3 percent during the same period. (Romy Bwaga)

PHILIPPINES: More unsolved murders of crime suspects - AHRC

ASIAN HUMAN RIGHTS COMMISSION - URGENT APPEALS PROGRAMME

Urgent Appeal Update: AHRC-UAU-044-2008

22 July 2008

[RE: AHRC-UAG-008-2008: PHILIPPINES: More unsolved murders of crime suspects]

PHILIPPINES: VIGILANTE KILLINGS - Police' failure to solve cases aggravates murder

ISSUES: Extrajudicial killing; police negligence; right to liberty and security; children; administration of justice

SLAUGHTER OF INNOCENTShttp://noprotection.blog.humanrights.asia/

Dear friends,

The Asian Human Rights Commission (AHRC) has been receiving information continuously that more persons have been murdered recently, including minors and women, on the pretext of "vigilante killings". The police, once again, instead of thoroughly investigating each of these cases, justified the murders as being due to the victim's criminal records.

UPDATED INFORMATION: (According to reliable sources and Sun.Star Super Balita)
In addition to our previous appeals AHRC-UAG-008-2008, AHRC-UAU-032-2008, we have already mentioned that at least 21 persons, one of whom was a boy, have already been murdered on the pretext of vigilante killings since April of this year.

We have previously mentioned that most of those murdered have been suspected of involvement in criminal activities, former detainees and gang members. However, some of those killed have had no involvement but the police authorities are continuously avoiding any responsibility to solve these cases, particularly of identifying and prosecuting those responsible.

For instance, two of those killed as mentioned in this Case No. 5 below, were the wife and a brother-in-law of a deceased person. Even before he was murdered, his colleague, also suspected of having been involved in crime, was shot dead in police custody for reportedly attempting to grab a police firearm in his attempt to escape from their custody but this was never thoroughly investigated.

As the AHRC continues to document murders of this nature it becomes increasingly evident that they are aggravated by the failure of the police failure to thoroughly investigate and ensure the possibility of an effective prosecution. The police also fail to implement the laws regulating the control of firearms and the proper use of license plates of motorcycles. This failure allows the gunmen to arm themselves and use their motorcycles to kill their targets.

The gunmen have been killing their targets in broad daylight, inside their own houses, in crowded public places and even shortly after coming out from a police detention center. Investigation into these cases, however, has not shown substantial progress so far. The perpetrators of these murders remain unidentified.

1. LAYNEL ROMANO, 22 years old, of Bunawan, Davao City. On May 21, when he was watching a basketball game in a crowded place in his village, two young men suddenly shot him in the head using an improvised gun. The gunmen escaped by mixing with the panicked crowd. The police concluded it was a "gang war" without thorough investigation.

2. MANUELITO BELINARIO, 55 years old, of Barangay (village) Cuambogan, Tagum City. On May 22, when he was about to take his dinner, he was shot in the head by a man who was armed with a .45 caliber pistol. Two empty shells were found at the crime scene.

3. RONALD BENGIL, 32 years old; of Barangay Mankilam, Tagum City. On May 22, when he was buying charcoal from a store close to his house, he was shot repeatedly by attackers riding on a motorcycle. He died after suffering from several gunshot wounds.

4. DANILO AUGUIS, 38 years old; of Barangay Bula, General Santos City. On May 26, he was together with his sister Gina when an unknown man approached them. The man asked them if they knew Jun Jorie. Gina told the man to ask someone else instead as she did not know the person he was looking for; and when she turned to the man's back, the man shot his brother, Danilo, on the head with a .45 caliber pistol. He escaped on board a motorcycle waiting nearby. Danilo had been detained due to a charge for theft of mobile phone but was later released after it was returned to owner.

5. NERITO CALIMBO, his wife JOCELYN, and brother-in-law AARON. On May 22, Nerito, were shot dead in San Pedro Corner Legaspi Streets in Davao City after he was released from police detention. Jocelyn and Aaron, who had fetched him, were also killed by gunmen riding on motorcycle who fired at the taxi they were riding. Only his son, Norman survived.

An hour before Nerito was killed, Jose Jorge Corpuz, chief of the Criminal Investigation and Detection Group (CIDG) in Southern Mindanao warned him that he had to be careful as he had been targeted for a kill. Corpuz, however, when he was interviewed about the warning he had given to the victim claimed it was only his "presumption" that the victim was at risk.
The police nevertheless have concluded that it was Nerito's colleagues in Chigo Gang who had killed him even before the investigation was completed. They however did give neither explanation nor justification why his wife, Jocelyn and Aaron had to be killed also. Nerito's colleague, Bernado Chigo has also been killed on May 22 as he had reportedly attempted to grab a gun from his police escort. This, once again, has not been thoroughly investigated.

6. REZEMIAS BENSOLANO, 17 years old, of Barangay Calumpang, General Santos City. On June 3, when he was sitting outside his house with a friend after dinner, he was stabbed repeatedly by two unidentified men armed with bladed weapons. They also attempted to stab his unnamed friend but failed. The attackers escaped on their motorcycle from the area. Rezemias died on his way to the hospital due to stab wounds to his chest and his back.

7. RICHARD BALDELOBAR; 22 years old, of Dona Salud Village, Davao City. On June 3, while Felipe and his friends were standing on a street in their village, unidentified gunmen, who were riding on a motorcycle, suddenly approached and shot him in the head at close range. The attacker was described as about 30 years old, 5'4 tall and was wearing white sleeveless shirt. He escaped with another person who had waited for him close by. Senior Police Officer Demetrio Palomar of Sasa Police Station described the victim as a "known troublemaker" since, according to the police, he had been involved in theft cases and had criminal records for beating and had been part of a "6425 Gang".

8. FELIPE REBUCAS, 30 years old, laborer of Buhangin, Davao City. He was queuing up at a government retail store at the Upper Malagamot, Panacan to buy rice when he shot dead by one of the two unidentified armed men riding on a motorcycle. His parents and siblings and several witnesses were present during the shooting. The attackers escaped on board a black motorcycle. During investigation, the police looked into the victim's criminal record rather than identify who were responsible for the killing.

9. JUNARD CALACAR, 19 years old; MELVIN CAPUYAN, 38 years old of Mintal, Davao City. On June 2, they were shot dead by gunmen inside their house when they were watching television. Junard's cousin, John Carlo Calacar was also injured as he was present during the attack. Police Office (PO3) Edgar Genovia of the Tugbok police station claimed that there were four identified men who shot the victims. Junard's mother said his son was the real target as he was a gang member and had received death threats before the attack.

10. MICHAEL CASTINO, of Zone 5, Barangay Bonbon, Cagayan de Oro City. On May 30, two men who were riding on a motorcycle shot him at the left side of his head. This happened at the corner of Osmena and Yacapin streets where many people were eating breakfast. The victim had been described supposedly as a member of the Batang Mindanao 29 gang and involved in numerous robbery and pickpocket cases.

Two Airmen Accused of Torturing Boy In South RP

DAVAO CITY, Philippines (Mindanao Examiner / July 16, 2008) – Two Philippine Air Force servicemen are being investigated for torturing a six-year old boy in the southern port city of Davao, police said Wednesday.

Police said the boy’s family accused the servicemen of torturing the boy on Monday. It said the boy was playing near the air force base when the soldiers, who were both drank, burned him with cigarettes.

The soldiers, police said, even shaped a crucifix on the boy’s stomach with their cigarettes.

The boy’s family appealed to Davao City Mayor Rodrigo Duterte to help them get justice and for the military to file charges against the erring servicemen. The mayor is known to punish abusive soldiers and policemen.

Scrap Value Added Tax On Oil And Power, Groups Urge RP Leader

DAVAO CITY, Philippines (Mindanao Examiner / July 15, 2008) – Militant groups demanding the scrapping of value added tax on oil and power held a demonstration Tuesday in the southern Philippine city of Davao.

The demonstrators, mostly from the Bagong Alyansang Makabayan, said President Gloria Arroyo’s refusal to scrap the VAT on oil and power could trigger more protests in the country.

"Arroyo's stubborn refusal to scrap the VAT on oil and power only adds fuel to the growing outrage against her regime. Her refusal to lift her VAT shows unparalleled callousness on her part.”

“Her claim that the VAT helped shield the country from the impact of the world oil and food crisis is a big, fat lie. Contrary to her claim, the VAT actually aggravated the impact of the crisis," said Bayan secretary general Renato Reyes, Jr.

The group said the issue on the VAT could spark widespread protests during Arroyo’s State of the Nation Address on July 28.

“The VAT on oil and power will be a major demand of the SONA protests. There is a growing national campaign right now to demand the removal of this unjust and oppressive tax.
Thousands are expected to march on SONA day to demand immediate economic relief through the scraping of the VAT, implementation of price controls and wage adjustments,” Reyes said.

The multisectoral campaign Kontra KulimVAT estimates that the VAT on diesel fuel is now P6.71 per liter, while that on liquefied petroleum gas (LPG) is pegged at P88.62 per 11-kilogram.
The group said with the latest increases in prices, the government will now collect P118.29 million daily from the VAT on diesel and P22.77 million on LPG.

“In Davao City, protests are also expected to escalate in the next two weeks. We will continue with our Black Friday protests. We are expecting a big turnout in the SONA rally,” said Bayan-SMR deputy secretary general Makpil Camacho.

Bayan said that Arroyo is prioritizing the interests of foreign creditors over those of her own countrymen who are reeling from poverty. (With reports from Romy Bwaga)

Davao City: most competitive in RP

AIM Policy Center Another metric by which Davao City can proudly affirm her status as a major player in Philippine industry is the Philippine Cities Competitiveness Ranking Program (PCCRP) of the Policy Center of the Asian Institute of Management. Results of the PCCRP’s biennial study (2007), presented in Makati last 4 July 2008, declare that Davao ranks Number 1 in the metro cities category.

This flagship research project by the AIM, established in 1999, is conducted every two years, and has since become a benchmark of Philippine cities’ overall economic standing. To quote the AIM:

…the Program envisions to promote national competitiveness by encouraging healthy competition among highly urbanized and emerging cities, emphasizing the crucial roles of small and medium enterprises as the backbone of local development. By gathering and compiling strategic data and providing focused analyses of the results, the PCCRP also seeks to cultivate competitive industries, promote healthy communities and maximize the economic potentials of the cities.

This should be another reason for Dabawenyos to be proud of their beloved city. And it should be one more indicator of just how viable Davao is as an investment destination.

I have recently been to Lapu-Lapu, Makati and Quezon City, and the progress in those cities is clearly evident. Still, Davao City tops them all in the 2007 survey. The PCCRP includes the following criteria in its study: dynamism of local economy, cost of doing business, infrastructure, human resources and training, responsiveness of LGU to business needs and quality of life.

Dynamism of local economy / Cost of doing business / Infrastructure. There certainly is much dynamism in Davao’s local economy, as evidenced by an ongoing construction boom, and the entry of new industry players such as call centers and other BPO operators.

Human resources and training. Davao is a favorite hunting ground among headhunters, and the hiring rate of Dabawenyos is reportedly high. Call centers (e.g., Concentrix and People Support) view their Davao staff as highly trainable.

Responsiveness of LGU to business needs. Davao’s local government is the first to establish a "911" emergency response service, which is being supported by the Davao Light and Power Company. Aside from this, the LGU maintains very good working relationships with private enterprises and organizations.

Quality of life. Just read this blog and my readers’ comments… Need I say more? )

Thank you to Councilor Pete Laviña for alerting us to this piece of news! It’s something all Dabawenyo bloggers should proudly post about!

Kokey’s Park

One of the newest attraction here in davao is Peoples Park. It was a sports complex before where you can jog or play with your dog on the soccer field. Then the Local Government started to convert it into a park and asked a local artist sculp statues of Mandaya around that piece of land at the center of the city.

An Urban Challenge

The other day, my friend Kiko asked me “Coi, naa ka diri ugma”? (Coi, are you going to be here tomorrow?). “Uhuh, ngano?” (Yes. Why?) I replied. “Naa man gu’y urban challenge ugma. Basi gusto ka mag picture. Diri man gud ang isa ka challenge sa race.” (There will be an urban challenge tomorrow. I was thinking, maybe you want to take pictures. One of the challenges in the race will be held here. ). “Ah, ok. Sige lang, basi madala nako akong cam ugma”. (Oh yes, maybe I can bring my cam tomorrow).

The next morning, I was able to bring my camera after getting it from my bro’s office. It was 2:30 p.m. already when I was on the way to Kiko’s house. I was riding a jeepney. As we passed by Bankerohan Bridge, I saw a girl jogging as if she was going after something or someone. Suddenly, a sweaty man leaped from the side of the jeepney and I realized he’s a teammate of that girl. They’re the participants of the urban race.

As I enter the compound where Kiko’s place is located, I saw 3 flags formed in a straight line. I also saw Kiko, his wife’s son, Bams, and a couple of kids waiting for the participants to arrive. I also saw Smooch wearing a T-shirt of the said event. I wonder what her participation in the event.. hmm.. By the way guys, I want you to meet Smooch…

… a 2 year old Great Dane. Here she is with Strawberry.

The task is that you will Walk with Smooch in a zigzag form passing through those flags. Easy isn’t? You bet!

Now here are the participants doing the task..

I don't know what the guys are thinking here.. hehe.
Here's Puff (Left) and Sniff (Right). I think they're figuring out how can they get this cookie.
